A relaxed cut for when zero designs pass — flat or hydrophilic targets, for example.

Why the default is Skip: it is routine for an imported CSV to be missing a particular metric. Cutting every design over a metric nobody measured would make this tool useless. Skipped criteria show up in the results as "Not measured".
